CRA Statement

Under the Federal Community Reinvestment Act (CRA), the Federal Reserve Board (Board) evaluates our record of helping to meet the credit needs of this community consistent with safe and sound operations. The Board also takes this record into account when deciding on certain applications submitted by us.

Your involvement is encouraged.

You are entitled to certain information about our operations and our performance under the CRA, including, for example, information about our branches, such as their location and services provided at them; the public section of our most recent CRA Performance Evaluation, prepared by the Federal Reserve Bank of San Francisco (Reserve Bank); and comments received from the public relating to our performance in helping to meet community credit needs, as well as our responses to those comments. 

At least 30 days before the beginning of each quarter, the Federal Reserve System publishes a list of banks that are scheduled for CRA examinations in that quarter.  This list is available from the Officer in Charge of Supervision, Federal Reserve Bank of San Francisco, P.O. Box 7702, San Francisco, California 94120.  You may send written comments about our performance in helping to meet community credit needs to Jane Trapp, Mission Community Bank, 3380 South Higuera Street, San Luis Obispo, CA 93401 and Officer in Charge of Supervision, Federal Reserve Bank of San Francisco, P.O. Box 7702, San Francisco, California 94120.  Your letter, together with any response by us, will be considered by the Federal Reserve System in evaluating our CRA performance and may be made public.

Home Mortgage Disclosure Act (HMDA) Notice

The HMDA data about our residential mortgage lending are available for review. The data show geographic distribution of loans and applications; ethnicity, race, gender and income of applicants and borrowers; and information about loan approvals and denials.

Having financial difficulty? Wish to avoid foreclosure?

If you cannot afford your monthly mortgage payments and wish to avoid foreclosure, you may be eligible for a loan “workout” or modification.  We determine eligibility for loan "workouts" on a case by case basis.  Among other things, we will consider the value of your property and your ability (based on your current income) to make monthly mortgage payments in accordance with the "workout."  You may also qualify to refinance your current loan with us.

FDIC Deposit Insurance Coverage Increase

Notice of Changes in Temporary FDIC Insurance Coverage for Transaction Accounts: All funds in a “noninterest-bearing transaction account” are insured in full by the Federal Deposit Insurance Corporation from December 31, 2010, through December 31, 2012. This temporary unlimited coverage is in addition to, and separate from, the coverage of at least $250,000 available to depositors under the FDIC’s general deposit insurance rules.

The term “noninterest-bearing transaction account” includes a traditional checking account or demand deposit account on which the insured depository institution pays no interest. It also includes Interest on Lawyers Trust Accounts (“IOLTAs”). It does not include other accounts, such as traditional checking or demand deposit accounts that may earn interest, NOW accounts, and money-market deposit accounts.

Fair Lending Notice

THE HOUSING FINANCIAL DISCRIMINATION ACT OF 1977

It is illegal to discriminate in the provision of or in the availability of financial assistance because of the consideration of:

  1. Trends, characteristics or conditions in the neighborhood or geographic area surrounding a housing accommodation, unless the financial institution can demonstrate in the particular case that such consideration is required to avoid an unsafe and unsound business practice; or
  2. Race, color, religion, sex, marital status, national origin or ancestry.

It is illegal to consider the racial, ethnic, religious or national origin composition of a neighborhood or geographic area surrounding a housing accommodation or whether or not such composition is undergoing change, or is expected to undergo change, in appraising a housing accommodation or in determining whether or not, or under what terms and conditions, to provide financial assistance.

These provisions govern financial assistance for the purpose of the purchase, construction, rehabilitation or refinancing of one- to four-unit family residences occupied by the owner and for the purpose of the home improvement of any one- to four-unit family residence.

Funds Availability

Our general policy is to allow you to withdraw funds deposited in your account on the first business day after the day we receive your deposit.  Funds from electronic direct deposits will be available on the day we receive the deposit.  In some cases, we may delay your ability to withdraw funds beyond the first business day. Then, the funds will generally be available by the second business day after the deposit.

What this means for you:

When you open an account, we will ask for your name, address, date of birth, tax identification number and other information that will allow us to identify you.
